Born in 1957 in London, England, Secretary of State, Honorable Kenneth McClintock Hernandez is the son of a Texas architect and a professor in Ponce, Puerto Rico. In 1980 he earned his Juris Doctor from Tulane University in New Orleans, Louisiana, after three years of studies he graduate with a concentration in Finances of the University of Puerto Rico (UPR) in Rio Piedras. During his early life McClintock was a member of various youth leadership organizations for the pro-statehood movement, from the age of 13. In 1971, at the age of 14, he was designated, by the then President of the United States, Richard Nixon, delegate to the White House Youth Conference. In 1978, at the age of 21 years, he was designated by President Jimmy Carter to the National Advisory Committee on Youth Justice and Delinquency Prevention. In 1992, he was nominated and elected to serve his first of four terms as Senator by Accumulation. During his last term, he served as the 13th President of the Senate of Puerto Rico. During his extensive legislative race, guided by his motto ³Good ideas do not have color², he authored over 1,200 articles of legislation, of which more than 160 were signed into law. These include the Law of Telecommunications of Puerto Rico, the Law of Digitalization of the Government of Puerto Rico, and the Law of Computer science Measurement. In addition, McClintock was author of the Law that created the Congressional Internship program Cordova-Fernós. This program has sent more than 550 Puerto Rican university students to work as interns during a semester with members of the United States Congress. McClintock also helped write Puerto Rico¹s legislation on energy policy. In 1999, McClintock was chosen as the first Hispanic President of the Council of State Governments (CSG). This organization represents the three branches of government of all the states and territories of the United States. In the 2000, he served as second President of the Parliamentary Conference of the Americas (GLASS) that represents all the national and sub-national legislatures in the Western Hemisphere.
